No strings attached!

I recently put in an offer on a property in Oregon owned by JP Morgan Chase. It seems that I have to go through several middle men to even get my offer in front of the bank. Is this normal? They are trying to dictate what I will offer in order to even get the offer presented to the bank. The house we would like to purchase has been sitting vacant for a year with NO offers. We had to demand a written response to our initial offer because someone did not like our offer and they decided not to even present it for us. They finally responded with a counter offer which was not signed by anyone. This does not seem very professional or legal for that matter. Can someone please share how I can go about getting my offer in front of someone at the bank? I would at least like a written rejection from someone at the bank so I know that a person who makes decision regarding the REO properties has reviewed our offer. The home is in need of repairs and we attached a letter to document why and how we came to the figure we offered for the property. The way we are being treated just does not seem normal. Can someone please give me some guidance on how to move forward?
